Avue Makes Job Hunting Easier for Military Spouses
New Rule Allowing Noncompetitive Hiring Seen as Helping America’s Military Families

Washington, DC – A new Federal Rule that went into effect on Friday, September 11, 2009, granting Federal agencies a “noncompetitive hiring authority” to offer employment to qualified spouses of U.S. military service members, has been fully implemented into Avue’s hiring and applicant assessment technology and is now available to applicants at all Avue client agencies.
The rule is based on an Executive Order signed on September 25, 2008, by then-President George W. Bush. Despite the economic crisis facing hundreds of thousands of military families, the Office of Personnel Management (OPM) spent nearly one-year developing and issuing a total of two pages of rules to implement the Executive Order.
“Avue supports this measure because the economic pressure on military families is substantial, especially during these times of multiple deployments of service personnel,” said Linda Rix, Co-CEO of Avue Technologies.
Rix expressed disappointment in OPM’s recently stated position that “it’s the responsibility of the applicant to note in a cover letter or in online applications that they are asking to be considered under this authority as an eligible spouse.” (Federal Times, Aug. 18, 2009)
“OPM’s position demonstrates a lack of understanding of the role and capabilities of state-of-the-art hiring systems,” Rix continued. “At Avue, we feel it is our system’s responsibility to promote awareness for applicants and enable them to maximize their opportunities. In contrast, the USAJobs web site, for which OPM is responsible, offers no information about the benefit for military spouses and no assistance in the application process.”
Avue’s subscription service is constantly updated to ensure Federal Agency clients that their hiring process is fully compliant with applicable law and regulations at all times, something no other hiring system provides. The Avue system now asks in “plain English” about circumstances that might invoke the qualified spouses’ authority and then walks the applicant through a series of questions to determine whether the applicant actually qualifies.
In addition to updating its applicant intake system, Avue is contacting all applicants to applicable open vacancies to inform them of the new opportunity and to give them a chance to update their profile. In addition, Avue clients are invited to participate in one of three scheduled briefings that will provide a review of the new hiring rule and a demonstration of Avue’s enhanced applicant intake process.
